Paper Bags

Custom paper bags are printed carrier bags produced in kraft or coated paper, with twisted, flat, rope or die-cut handles, sized to your products and specified to the weight they actually carry. We produce retail shopping bags, boutique and luxury bags, food and takeaway bags, and checkout bags built to state recycled-content rules. Orders start at 200 units.

Two things separate a bag that works from one that doesn’t: the handle attachment, and whether the paper weight matches the load. Both are quoted decisions, not manufacturing accidents. Tell us what customers actually carry out in these and we’ll specify for it.

California Checkout Bags Have Printing Requirements

If you supply retail in California, this affects what we print on your bag, not just what it’s made from.

Under SB 1053, effective 1 January 2026, covered stores including grocery, pharmacy, liquor and convenience retailers may no longer provide plastic carryout bags at checkout in any thickness, including the thicker “reusable” film bags previously allowed. Recycled paper bags are the primary remaining option, sold for a minimum charge of ten cents.

The specification consequences for a printed bag:

• Minimum 40% post-consumer recycled content now, rising to a minimum of 50% from 1 January 2028. If you’re ordering bag stock for a multi-year programme, that second date matters.
• Printed information is mandatory on every bag: manufacturer name, country of origin and the recycled content percentage. This is artwork, so it has to be in your design, not on a sticker.
• The bag must be curbside recyclable in a majority of California programmes, and cannot carry plastic laminations or plastic-based coatings. That rules out the gloss laminated finish many brands default to for premium bags.

Rules differ by state and by city, and some jurisdictions with their own pre-2014 ordinances follow different requirements. The Handle Is Where Bags Fail

Almost every paper bag complaint traces back to the handle, and the fix is always specification rather than manufacturing.

Two things we specify alongside the handle:

• A top-turn and reinforcing strip. The bag’s mouth is folded over and a card strip glued inside, which is what stops handles tearing out of the paper. On anything above light weight, skipping it is a false economy.
• Paper weight matched to load. Lighter kraft suits boutique and gift use. Heavier stock is needed for grocery, wine, books and anything dense. Tell us the heaviest realistic load rather than the typical one, because it’s the heaviest that tears.

Virgin, Recycled and Wet Strength

• Virgin kraft is stronger fibre for fibre than recycled, because the fibres are longer. It’s the choice when load is the priority.
• Recycled kraft is weaker at the same weight, so you compensate with a heavier stock. Worth knowing if you’re moving to recycled content for a sustainability position or a state requirement: the spec needs revisiting, not just the material.
• Wet strength matters more than people expect. Standard paper loses most of its strength when wet, so bags carrying chilled drinks, condensation-prone items, produce or anything travelling in rain need wet-strength paper. Every retailer has seen a bag fail in a car park in the rain.
• Grease resistance is a separate property from wet strength. Food bags carrying fried or buttered items need a grease-resistant specification, or oil migrates through and shows on the print.

Printing and Finishing

• Kraft (natural or white): the standard base, cheapest and most recyclable
• Coated paper: for full-colour photographic artwork
• Print methods: flexo for bold flat colour and logos, offset for detailed and photographic artwork, digital for short runs and variants
• Finishing: matte and gloss lamination, spot UV, foil stamping and embossing, with the caveat that plastic lamination disqualifies a bag from California checkout use and reduces recyclability generally
• Interior printing: visible each time the bag is opened
• Labels and stickers: seasonal messaging or variant coding over a common printed bag

Pricing and Minimum Order Quantity

The minimum order for custom paper bags is 200 units. Rope handles, laminated finishes and luxury constructions may need a higher run.

Bag pricing is driven by size, paper weight, handle type and print coverage. Handle type is usually the biggest single lever, so if budget is tight, ask us to quote twisted against rope rather than assuming you need the premium option. For high-volume checkout bags, recycled content requirements will shape the specification before aesthetics do.

How Your Order Is Produced

1. Send your requirements. Bag dimensions or the products going in, heaviest realistic load, handle preference, quantity, and the state or city where the bags will be used.
2. Receive your quote and artwork template. Paper weight and handle specified to your load, with any state requirements applied.
3. Approve the proof. We check bleed, colour mode, resolution, panel layout, and whether any mandatory printed information is present and legible.
4. Request a physical sample (optional). Order within 30 days and the cost is credited back. Load it to your heaviest realistic weight and carry it, because that’s the only real test.
5. Production. Printing, forming, handle attachment and finishing.
6. Quality check and dispatch. Bundled flat and shipped.

Standard production runs 8 to 12 days after proof approval, plus transit. Rope handles and luxury constructions take longer.

Why do paper bag handles tear off?

Most often because the reinforcing card strip inside the bag’s folded top was omitted, or the paper weight was too light for the load. Twisted handles glue to the inside of the bag, and without that strip the glue pulls through the paper. It’s a specification issue and it’s fixable.

Do my bags need recycled content?

In California, yes, for covered retailers at checkout. Under SB 1053 recycled paper carryout bags must contain a minimum of 40% post-consumer recycled content, rising to a minimum of 50% from 1 January 2028, and must carry printed manufacturer name, country of origin and recycled content percentage. Requirements differ elsewhere, so tell us where the bags are used and confirm your obligations with your own advisor.

Can I have a laminated finish on a checkout bag in California?

Not for bags used as checkout carryout bags under SB 1053, which require the bag to be curbside recyclable and exclude plastic laminations and plastic-based coatings. For bags outside that scope, lamination remains available. Tell us the use case and we’ll specify accordingly.

Will my bags survive rain?

Can paper bags be used for hot or greasy food?

Yes, with grease-resistant paper. Without it, oil migrates through the paper and shows as dark patches on your print, sometimes within the hour.
